What is Response to Intervention?
West Virginia has completed the third year of its implementation of the Response to Intervention Model. RTI is a framework for providing instruction for all students and is rooted in early intervention. RTI is the practice of providing high-quality instruction and intervention matched to student needs and using learning rate over time to make important instructional decisions. RTI is a general education initiative that addresses the needs of all students.
Key Components
Some common characteristics of the RTI model include providing multiple tiers of increasingly intensive intervention, implementation of differentiated instruction and varied duration and frequency of interventions. All students are given a screening measure three times each year to identify weaknesses. Once identified, students are provided the necessary interventions at the appropriate intensity to ensure mastery of the skills necessary to become successful. Teaming and collaboration are key components to successful implementation as well as data based decision making. Grade level teams meet on a regular basis to review the student data in order to make any necessary changes in the grouping and instruction of students.
The Role of the RTI Specialist
Each RESA has an RTI Specialist to work within and across RESA's to assist in the statewide effort to ensure the compliance with timelines in Policy 2419. The scope of the RTI Specialists work will focus on supporting school and county efforts through professional development and technical assistance in establishing the RTI process in all elementary schools and ensuring that a strong three-tiered model is implemented in all West Virginia elementary schools K-5.
